EPA Proposal would Require Additional Emission Reporting by Many Composites Manufacturers

EPA proposed July 25 to require under the agency’s Air Emission Reporting Requirements (AERR) the reporting by manufacturers and other stationary sources of emission of styrene and other hazardous air pollutants.

The AERR currently requires only the reporting by states of criteria pollutants and precursors, and HAP emission data reported by sources to states are not consistently or reliably forwarded to EPA. The agency claims it needs to collect data on HAP emissions directly from sources to support its air quality modeling and environmental justice programs. HAP emission reporting by sources under the proposed revised AERR would begin 2027.

ACMA participated with other small business interests in a pre-proposal review of the AERR revisions and as a result EPA made several changes reducing small business impacts.
