EPA has released a list of agency programs providing federal funds to non-federal agencies that will be subject to Buy America provisions under both the Infrastructure Investment and Jobs Act and recent White House executive order. The list includes programs that provide funds for projects that use composites, such as construction and rehabilitation of water and wastewater systems, prevention of leaks from underground storage tanks, and restoration of coastal, wetland and watershed areas. Recipients of federal funds under these programs will be required to “provide a preference for the purchase, acquisition, or use of goods, products, or materials produced in the United States”, and these requirements must be included in all subawards including all contracts and purchase orders for work or products under this award. ACMA believes most composite products will satisfy the expected Buy America requirements.
